Emergency Booklet

New booklet helps prepare for emergencies

Release date: 28 November 2018

Across the District communities are always looking to improve their resilience in the event of an emergency, and a booklet has been produced by the Gloucestershire Local Resilience Forum to make the task easier.  

The ‘Are You Ready?’ booklet provides clear practical advice to help people prepare for and respond to an emergency.

Advice includes: devising a family emergency plan; looking out for neighbours; establishing ‘emergency friends; community alarm systems; and coping with severe weather, security incidents and loss of power.

Cllr Sue Coakley, Cotswold District Council’s Cabinet Member responsible for community resilience, welcomes the ‘Are You Ready?’ booklet,

“This is an extremely useful resource. A lot of the information in the booklet is basic common sense, but bringing it all together has the power to actually save lives.  ‘Are You Ready?’ had been designed so that people can refer to it easily and quickly in a wide range of emergency situations, and it also provides some very useful checklists and contact numbers.

Church St. Road Closure November

Please be advised of the following temporary road closure:

3/116 Church Street, Weston-sub-Edge

This road will be closed, from the 26th November 2018 to 30th November 2018 , to allow Amey, working on behalf of Gloucestershire County Council, to carry out the installation of a new drainage system.

Empty Homes Week

This week marks Empty Homes Week 2018, and Cotswold District Council is working with the national campaign charity ‘Empty Homes’ to highlight the 300,000 long-term unoccupied houses in the UK.

In the Cotswolds there are currently 488 residences that are vacant and unused, 70 of which have been unoccupied for over 2 years. It is estimated that an empty property can cost the owner up to £10,000 per year in security, repairs, insurance, and council tax.

Empty homes are a waste of a valuable asset especially when over 1600 people are registered on our Homeseeker waiting list, hundreds of whom are in priority need.

The local authority charges a 50% premium on council tax for any house left empty for more than 2 years. The Government has agreed to double the total cost from April 2019 for owners who refuse to address the issue.

The Council has the power to enforce Empty Dwelling Management Orders and Compulsory Purchase Orders but we are keen to work with and support owners to bring their houses back into use.

Recycling Centres time changes

Midweek closure days and seasonal opening hours

From 28th October Gloucestershire County Council’s Household Recycling Centres (HRCs) will be closed one day mid-week, either on a Tuesday, a Wednesday or a Thursday and changing to seasonal opening hours.

Seasonal opening times (6 days per week):

28th October 2018 – 30th March 2019

Winter – 10am-4pm

31st March 2019 – 26th October 2019

Summer – 9am-5pm

Site specific day closures:

On Tuesdays, Fosse Cross (Cirencester) and Oak Quarry (Coleford) will be closed.

On Wednesdays, Pyke Quarry (Horsley near Stroud) and Wingmoor Farm (Bishops Cleeve) will be closed.

On Thursdays, Hempsted (Gloucester) will be closed.

 

Please note all HRC’s will be closed on Christmas Day, Boxing Day and New Years Day.

 

Why we are changing our opening hours:

As the evenings get colder and darker, the HRCs across the county receive almost 30 per cent less waste and recycling. In order to reflect this and save taxpayers money, HRCs change to seasonal opening hours and open six days a week.

 

The council collected data from recycling centres and this told us that midweek is the quieter period at our sites. Residents will have a reasonable alternative recycling centre with this closure pattern, by closing sites at opposite sides of the county. The new opening arrangements and how the sites are used will be monitored. The closure rota also means HRCs in the county will still be open on Bank Holiday Mondays and Good Friday, which are especially busy days at the sites. 

Shipston-on-Stour

Gloucestershire and Warwickshire county councils have an agreement which allows Gloucestershire residents to use the Household Recycling Centre at Shipston-on-Stour.

Winter Hours Return from 01 October

Monday to Friday: 9.30am – 3.15pm

Saturday and Sunday: 8.30am – 12.15pm

Effective until April 2019.

Comment on Council Tax changes

Have your say on our Council Tax support scheme

Release date: 24 September 2018

Each year the Council has to decide whether to make changes to the administration of its council tax support scheme for working age people on a low income in the Cotswolds.  This year we are consulting on possible changes to the scheme from 1 April 2019 which would completely exempt our poorest residents from Council Tax payments. In other words, the maximum amount of Council Tax discount will now be100%.

Changes being proposed include:

  • Introducing a banded scheme which would see a simple flat rate percentage discount awarded, depending on a person’s total weekly ‘net’ income
  • For the purposes of calculating weekly income, the Council would ignore all child maintenance payments

Changes proposed will have no impact for those in vulnerable groups or those in receipt of a state pension.

Since 2013/14 the funding received from central government to support the local working age scheme has continued to reduce in line with other central funding cuts and is expected to continue to reduce over the coming year.

The Council Tax Reduction Scheme was introduced in April 2013, replacing Council Tax benefits and is part of the Government’s major overhaul of the welfare system. 

Following this round of consultation, CDC councillors will consider a report before deciding on any changes to the current scheme.
